MANDATORY SOFT-STORY SEISMIC RETROFIT PROGRAM
First to adopt the mandatory Soft-Story Seismic Retrofit Program was the City of San Francisco via ordinance 66-13 in April 2013.
The structures being evaluated by the city for the mandatory Soft-Story Seismic Retrofit Program compliance have the following characteristics:
- Wood-frame construction
- Ground floor contains a weak design with un-reinforced large opening for parking or similar.
- Permit for original construction issued prior to January 1, 1978
- Two or more stories.
- Five or more unit buildings.
In an effort to prioritize the risk of damage by load occupancy, the city established a 4 tier system. The triggers for the completion of the Seismic Retrofit Program are based on the notification letter sent to the owners of each Soft-Story property.
