CITY OF BURBANK 

VOLUNTARY SOFT-STORY SEISMIC RETROFIT PROGRAM

The Burbank Municipal Code Title 9, Chapter 1, Article 7, Division 4 requires that Chapter A4 of the 2012 International Existing Building Code (IEBC) enforce a voluntary effort to provide seismic reinforcement as required. The City of Burbank recognizes the need to address the typical Soft-Story wood frame structure and reducing seismic damage of buildings of wood-frame soft-story construction in the event of an earthquake.

The structures being evaluated by the city for seismic retrofit and compliance have the following characteristics:

  • Wood-frame construction
  • Two or more stories
  • Transient occupant as defined in IEBC, R1.
  • Permanent occupants as defined in IEBC, R2 for more than 2 unit buildings. 
  • Ground floor contains a weak design with un-reinforced large opening for parking or similar.

No timeline has been established for compliance with the expectation for building owners to “step up” and comply.
